Stoneseed joins the Low Value Purchase System

Stoneseed joins the Crown Commercial Service – Low Value Purchase System, giving public sector buyers another fast route to our project delivery expertise.

Public sector organisations can now bring in Stoneseed’s project management, business analysis and advisory support through the Low Value Purchase System (LVPS), alongside our existing places on G-Cloud 15 and DOS 7. For buyers with a requirement that falls below the public contract thresholds, that means one more compliant, low-admin way to get started with us.

What the Low Value Purchase System actually does

LVPS is a Crown Commercial Service agreement (RM6237), running from 17 March 2021 to 31 March 2027, built for common goods and services that sit below the public contract thresholds. It aligns with Procurement Policy Note 11/20 on reserving below-threshold procurements, and buyers should check the current threshold figures for their organisation type before relying on any specific number.

The system is fully compliant with the Public Contracts Regulations 2015. A buyer can award directly to a supplier or run a short mini-competition, inviting a handful of suppliers to put forward a proposal, and either route should also be checked against their own organisation’s procurement policy.

CCS designed the system with smaller suppliers in mind. Buyers can filter by service, location and SME status through a dynamic filtering system, and suppliers can join the agreement at any time, which is how Stoneseed came to be listed.

What this changes for a buyer

  • A shorter path from decision to delivery than a full tender exercise.
  • Less procurement admin. A mini-competition among a short supplier list is a lighter exercise than a full tender.
  • Compliance that’s already built into the route, rather than something a procurement team has to construct from scratch.
  • Access to specialist suppliers that a larger, open tender might otherwise pass over.

What you can procure from Stoneseed through LVPS

The services available through this route are the same ones we deliver across our other frameworks:

  • Project Management as a Service (PMaaS) : scalable project management capability, without the cost of permanent headcount.
  • Business Analysis as a Service (BAaaS) : dedicated analysis support to get requirements right before delivery starts.
  • Technical Advisory Service : independent advice on technology decisions and delivery risk.
  • PMO Services : governance, reporting and portfolio oversight to keep programmes on track.

Three routes to the same supplier

LVPS sits alongside G-Cloud 15 and DOS 7 as a third way into Stoneseed, and which one fits depends on the shape of the requirement. G-Cloud 15 covers cloud-related software and support. We provide Digital specialists via  DOS 7.  LVPS is the route for lower-value, common goods and services work where speed and low administration matter most.

Whichever agreement applies, the outcome for the buyer is the same: a pre-qualified, compliant way to bring in Stoneseed’s project delivery expertise, without the overhead of running an open tender.
